I'm thinking about getting an X-Touch compact and wanted to know if it can control the XR 18 via USB.

Only if you put a computer (usb-host) in between. A raspberry or arduino ought to work...

And even then it wont respond to update fader banks between 1-8 and 9-16 currently.
If I were you I'd hang on until they release something that works a bit more intuitively.

Robert, can you expand on this a little bit. On the host computer you'd need software to take the MIDI CC messages from the X-Touch and route them over USB Midi to the XR18 correct? X-Air edit, at least currently, does not accept MIDI CC messages.

Interesting, I had assumed the USB A sockets labelled USB HUB would allow you to connect straight to the XR but I guess I was wrong.

Yes, that is correct. However, I think that on a mac this already is possible in its midi setup.

On a pc you can use midi-ox: http://www.midiox.com/

You can also buy some hardware like http://www.hobbytronics.co.uk/usb-host-midi

Yes, this is unfortunetly also true.

No, it only acts as an usb-hub for your computer. This is convinient if you want to dasychain several controllers or if you want to have the cubase/ilok dongle connected to the controller instead.
